Rochester police arrest 26-year-old man in bizarre turn of events

ROCHESTER, Minn. – Rochester police arrested a 26-year-old man in a bizarre turn of events. Rochester police said, Andrew Bisbee crashed his vehicle, which rolled multiple times after crossing 18th Ave. NW. but landed upright and he continued to drive before it stopped. He then stole a vehicle from a good samaritan who tried to help before fleeing on foot. He was quickly apprehended and seemed disoriented when he was detained, according to police. Bisbee is facing multiple charges.
